European Communities Aeronautics REsearch+
ECARE+ is a Specific Support Action funded under the Aeronautics & Space priority [4] of FP6.
It follows up on the ECARE project (2003-2005) and its goal is to capitalize on the first project and deliver better service to European aeronautical SMEs.
ECARE+ is the only bottom-up Specific Support Action in the Aeronautics field, with a twofold ambition:
- Better involve research-intensive aeronautical SMEs into EC funded research during the Seventh Framework Programme.
- Further establish the ECARE Group of local clusters as the voice of the European aeronautical SMEs.
OBJECTIVES
ECARE+ aims at structuring SME technological offer at European level. ECARE+ is based on a dynamic pan-European network of local Aeronautics clusters working together following a common methodology to establish a high quality database and provide project co-ordinators with a shortlist of research-intensive SMEs.
ECARE+ also supports specific measures for SMEs: mapping of European Aeronautical SMEs, development of dialogue between ECARE+ and the European aeronautical Regions and incitation to trans-regional partnerships between aeronautical clusters of different countries.
METHOD
The methodology of the ECARE+ project is based on 5 main steps:
1/ Expansion of the ECARE group from 19 to 30 clusters
2/ Training of Regional Contact Points on FP7 opportunities
3/ Regional Sessions for SMEs on FP7 opportunities
4/ Technological capability assessment of 350 SMEs
5/ Pre-matching with Integrated Project needs and/or STREP proposals

SCRATCH is a European funded Project, aimed at providing free services to small and medium enterprises working in the Aeronautics Industry. SCRATCH is a network of partners, all European experts with extensive knowledge of European R&D support mechanisms and Aeronautics technologies.
The SCRATCH goal is to service SMEs in RTD project preparations and enhance SMEs access to European RTD funds for technology acquisition, wherever their European location may be.
SCRATCH Partnership has, since 1997, set up and submitted to the EU more than eighty Research project proposals led by small enterprises working in Aeronautics.
SCRATCH supported Projects have been funded to a total of more than € 50M, total budget, by the European Commission to the benefit of Small and Medium Enterprises and their corporate policies.

DonQ Air - Promoting RTD in aeronautics SMEs of Poland, Romania and Turkey
Don Q Air aims at encouraging R&D activities in the aeronautic-related SMEs in Poland, Romania and Turkey, by means of a well targeted methodology, the Don Q Air Method, developed to enable R&D in adverse environments.
By means of Don Q Air Methodology, aeronautic-related SMEs in targeted countries will get aware of the advantages of taking part in RTD actions, especially at a European level, through dissemination events and training on how to participate, promote and/or propose RTD projects in the next 7th Framework Programme.
DonQ Air is a Specific Support Action (SSA) project financed by the European Commission under the Sixth Framework Programme.

NAVOBS
A
support measure to boost the business prospects of GMES and Telecom satellites
through focused and innovative RTD work involving SMEs. The NAVOBS
project aims to improve the participation of small and medium-sized enterprises
in Research and Technology Development (RTD) activities related to the development
of innovative services based on Space infrastructures. NAVOBs is focused
in particular on supporting SME participation in RTD activities related to GALILEO,
GMES and Space Telecom-based services which is one of the priority research areas
of the Sixth Framework Programme of the European Commission (EC). The NAVOBS programme
is an initiative of the European Space Incubator Network (ESINET), which is supported

PROJECT
The START project - STimulate Aerospace Research
and Technology in the new Member States and Candidate Countries - is an initiative
funded by the European Commission that aimes at disseminating information on the
available national aeronautics and space knowledge and experience, and to increase
the participation in the current and future European Framework Programmes for
Research. The countries covered by START are Bulgaria, Czech Republic, Cyprus,
Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia
and Turkey, and are represented in most countries by the respective EC National
Point of Contact. The project will address and contribute to a broad spectrum
of community representatives, ranging from the policy-maker to the researcher
through the services provided such as the project website and database, brokerage

EPRI-startEPRI-start
(STimulate the pARTicipation of SMEs of NMS in IST activities) is
a project that aims to stimulate, increase, but at the same time qualify the participation
of SMEs from New Member States of the European Union in the IST Programme. In
particular, it aims to:
- establish a Qualified Partner Pool of at least
300 IST-oriented SMEs from NMS, qualified by Letters of Intent and concrete project
ideas,
- develop a Certified Partner Pool of 150 qualified IST-oriented
SME partners from NMS described by Company Fact Sheets developed by a Guide for
NMS participants,
- ensure an overall number of 50 project participations
from IST-oriented SMEs from NMS in the different IST Calls during the lifetime
of the project.
EPRI-start works with a clearly specified
and realistic focus on the field of SME participation in the IST programme. It
addresses three important target groups:
- The group of highly innovative
research oriented SMEs from the New Member States with no or low experiences in
participating in the IST programme.
- The IST community, which will benefit
from new and innovative resources as an enhancement of existing or newly arising
consortia.
- The societal environment receiving impacts from participation
of NMS SMEs in IST research projects which are being represented by political
decision makers of the SMEs regional and national environments.
